Commissioners' Meeting Minutes - Week of September 9, 2024

***Monday, September 9, 2024, Commissioners did not meet in regular session as there was no quorum present.

***Tuesday, September 10, 2024, at 9:00 a.m., Commissioners met in regular session with Commissioner Wally Cossairt, Commissioner Ben Robertson, and Clerk Glenda Poston. Commissioner Robertson appointed Commissioner Cossairt as chair. Commissioner Bertling was attending a NACO fly in, in Washington D.C.

Commissioners said the Pledge of Allegiance.

9:00 a.m. Deputy Clerk Rebecca Jensen joined the meeting to discuss Indigent appeal matter 2024-6 since requested information had finally been submitted and commissioners reviewed the information that was presented. Commissioner Robertson motioned to pay $1740.00, towards the cremation expense, the person does have $400.00 in checking/savings account. Commissioner Cossairt 2nd, motioned carried.

9:30 a.m. Commissioner Robertson motioned to sign New Private Road Name Request Form for Chris Hutchinson – Erwin’s Drive, Commissioner Cossairt 2nd, motion passed. Commissioner Robertson moved to adopt resolution 2024-43 for Schedule of Starting Wages, Commissioner Cossairt 2nd, motion carried. Claims approval were signed by Commissioners.

AMENDED SCHEDULE OF STARTING WAGES

WHEREAS, Boundary County has reviewed its employee policy pursuant to the authority conferred by Article XII, Section 2, of the Constitution of the State of Idaho and Title 31, Chapter 8, Idaho Code, and

WHEREAS, Boundary County is a political subdivision of the State of Idaho, operating under the provision and the laws of the State of Idaho, and as such is authorized and empowered to make decisions regarding its employees’ benefits; and

WHEREAS, the Boundary County Commissioners find it necessary to revise the Schedule of Starting Wages, and
WHEREAS, Rule 4B of the Boundary County Personnel Policy that was adopted as Resolution Number 2019-19 on August 26, 2019 allows the Board of County Commissioners to review and make adjustments to the Schedule of Starting Wages by resolution as required,

NOW, THEREFORE, be it resolved by the Board of Boundary County Commissioners that it is in the best interest of the County to amend the Schedule of Starting Wages as follows:

Effective 10-1-13 $.30 per hour shift differential for 6:00 p.m. to 6:00 a.m. shift work, unless assigned that shift in job description. Holiday, sick, vacation, comp time, jury duty, and bereavement leave do not qualify for shift differential pay

*Law enforcement is defined as patrol deputies, detention deputies and courthouse security only.

THIS RESOLUTION shall be effective on October 1, 2024. PASSED AND APPROVED by the Board of County Commissioners of Boundary County, Idaho, on the 10th day of September, 2024.

10:00 a.m.: Airport Manager Dave Parker – Discussion/possible motion regarding future hangar removal, hire airport engineer for next 5-year term, and airport slope repair grant status. Dave Parker spoke about the overrun on the current slope project, projection for the dirt was under estimated. It appears that both contractor and engineer acknowledge the shortage and will address it this coming spring and will be another grant. Dave spoke about his last meeting with the FAA and the plan for the next 5 years, he is thinking that the county match over the next 5 years will be around 2.5% for the county, state 2.5% and FAA 95%. He spoke about the runway rehabilitation and shift of $400K, runway AGIS survey for $160K, acquire parcel$600K and overhead power relocation of $1.7 million. Another project is for the selection of an engineer every 5 years, 5 firms showed interest, but only Ardurra has applied. Commissioner Robertson moved to enter into a 5-year agreement with Ardurra and have the letter signed once prepared by Dave Parker. Commissioner Robertson motioned to sign Request for Reimbursement #007 and Invoice Summary for Airport Aid Grant F24865S-Slope Stabilization Project. Commissioner Cossairt 2nd, motion passed.

10:45 a.m.: Commissioners conducted the quarterly jail inspection.

1:30 p.m. Commissioner Robertson moved to approve the September 3, 2024 minutes. Commissioner Cossairt 2nd., motion passed. Commissioner Robertson moved to approve Resolution #2024-37, a resolution to increase Road and Bridge Capital Equipment due to the receipt of funds from the wrecked truck from Jefferson County. Commissioner Robertson moved to accept the August 5, 2024 minutes, Commissioner Cossairt 2nd motion carried. Commissioners attended to administrative items.
