Commissioners' Meeting Minutes - Week of January 15, 2024

***Monday, January 15, 2024, Commissioners did not meet due to the Human Rights Day holiday.

***Tuesday, January 16, 2024, at 9:15 a.m., Commissioners met in regular session with Chairman Tim Bertling, Commissioner Wally Cossairt, Commissioner Ben Robertson, Clerk Glenda Poston, and Deputy Clerk Michelle Rohrwasser.

Commissioners said the Pledge of Allegiance.

9:15 a.m., Deputy Clerk April Isaac joined the meeting to discuss an indigent matter with Commissioners.

Commissioner Cossairt moved to write off indigent accounts #2021-1, #2021-3 and #2021-6. Commissioner Robertson second. Motion passed unanimously.

Deputy Clerk Isaac left the meeting at 9:22 a.m.

Commissioner Cossairt moved to approve the minutes for the week of January 8, 2024. Commissioner Robertson second. Motion passed unanimously.

Commissioner Cossairt moved to sign the Property Tax Cancellation Form for tax year 2023 for parcel #RP61N01E120750A and to cancel $14.46 in late fees and interest since the payment was postmarked on time. Commissioner Robertson second. Motion passed unanimously.

Commissioner Cossairt moved to grant an extension of time to pay year 2023 taxes for parcel #MH01700000003TA and to accept the tax amount due by January 31, 2024. Commissioner Robertson second. Motion passed unanimously.

Airport hangar owner Burt Wolff stopped by Commissioners’ Office at 10:33 a.m. to discuss the condition of his airport hangar. Mr. Wolff left the meeting.

Commissioners tended to administrative duties.

Commissioners recessed for lunch.

1:30 p.m., Commissioners reconvened for the afternoon session with Chairman Tim Bertling, Commissioner Ben Robertson, Clerk Glenda Poston, and Deputy Clerk Michelle Rohrwasser. Commissioner Wally Cossairt was out of the office for the afternoon.

1:30 p.m., Road and Bridge Department Co-Superintendents Renee Nelson and Randy Morris joined the meeting to give the department report. Mr. Morris presented a written report and reviewed work being done.

Ms. Nelson discussed the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) planning grant in relation to the Naples Bridge and she informed Commissioners that there is also a federal bridge planning grant, so she set up a meeting with the Local Highway Technical Assistance Council (LHTAC) to learn the differences between the two grants, what the matches are, etc. LHTAC has hired someone to help with the applications.

Commissioner Robertson moved to go into executive session pursuant to Idaho Code 74-206(1)a, consider hiring a public officer, employee, staff member or individual agent, wherein the respective qualities of individuals are to be evaluated in order to fill a particular vacancy or need; and Idaho Code 74-206(1)b, to consider the evaluation, dismissal or disciplining of, or to hear complaints or charges brought against, a public officer, employee, staff member or individual agent, or public school student. Chairman Bertling yielded the chair to second. Commissioners voted as follows: Chairman Bertling “aye” and Commissioner Robertson “aye”. Motion passed unanimously. The executive session ended at 2:15 p.m. No action was taken.

The meeting with Ms. Nelson and Mr. Morris ended at 2:15 p.m.

Treasurer Jenny Economu joined the meeting at Commissioners’ request.

2:16 p.m. Property owner Caleb Perez joined the meeting via telephone to discuss a request for a tax reduction due to having a house fire earlier in year 2023.

The property taxes for Mr. Perez’s mobile home are past due for year 2023. The mobile home had burned down March of year 2023, and Mr. Perez asked if there is any way to prorate the tax as opposed to paying the full year’s taxes on it. Chairman Bertling said he wasn’t sure if Commissioners can prorate the tax. The tax on the real property has been paid and the request pertains to the mobile home, which is treated as personal property. Commissioner Robertson said it’s the right thing to cancel a portion of the taxes since the home was not there from a certain point on. Mr. Perez thanked Commissioners.

The call with Mr. Perez ended at 2:19 p.m.

Treasurer Economu left the meeting.

There being no further business, the meeting adjourned at 3:00 p.m.
