***Monday, November 25, 2024 Commissioners met in regular session with Chairman Tim Bertling, Commissioner Wally Cossairt, Commissioner Ben Robertson, Clerk Glenda Poston, and Deputy Clerk Stephanie Sims.
Commissioners said the Pledge of Allegiance.
Pam Barton joined the meeting at 9:00 a.m. Commissioner Robertson moved to go into executive session pursuant to Idaho Code 74-206(1)b, to consider the evaluation, dismissal or disciplining of, or to hear complaints or charges brought against, a public officer, employee, staff member or individual agent, or public-school student. Commissioner Cossairt second. Commissioners voted as follows: Chairman Bertling “aye”, Commissioner Cossairt “aye” and Commissioner Robertson “aye”. Motion passed unanimously. The executive session ended at 9:20 a.m. No action was taken.
Ms. Barton reviewed the minutes from the annual meeting of the Sick Leave Bank Committee which included current and donated hours. Ms. Barton stated the Committee has recommended changes to the recent resolution for clarification. The committee recommended including verbiage so that new employees can join quarterly for the first 365 days and annually after that. The Commissioners agreed to include the verbiage and asked Ms. Barton to prepare an updated resolution.
Ms. Barton also stated that the Committee recommended additional changes to adjust the contributing hours for existing employees. Commissioners deliberated and decided to leave the policy as it currently stands.
Lastly Ms. Barton presented a request for 160 hours of sick leave from the Sick Leave Bank that was approved by the Committee. Commissioners approved the request.
Andrakay Pluid joined the meeting at 9:30 a.m. to fill in for Civil Attorney Bill Wilson while he is away for the Thanksgiving holiday. Ms. Pluid updated the Commissioners on the status of various legal matters they are working on.
Ms. Poston left the meeting at 9:50 a.m.
Maintenance Supervisor Squire Field entered the meeting at 9:59 a.m. and gave an update on various maintenance items. Mr. Field presented Commissioners with a quote for LED lights in the Safeway lot using existing poles and fixtures. Commissioners agreed to move forward with the lights and asked Mr. Field to plow the lot and remove snow from sidewalks as advised. Mr. Field stated that the dehumidifier has been purchased and will arrive next week for the courthouse. Commissioners discussed the information received on the heating system, leaks and moisture issues throughout the building. Commissioners decided to move forward with the leak detection and asked Mr. Field to arrange for that to happen as soon as possible. Commissioners also requested Mr. Fields to get an estimate on replacement of the valve that is not working. Lastly, they discussed leaks in the courtrooms and basement bathrooms. Once leaks are determined in the heating system, they can then evaluate additional water leaks and their sources.
Commissioners recessed the meeting at 10:30 a.m. to view the water leaks in the building and reconvened at 11:00 a.m.
Commissioner Cossairt moved to sign Certificates of Residency for Jeanette Freeman and Roxanne Hittle. Commissioner Robertson second. Motion passed unanimously.
Commissioner Cossairt moved to sign the Commissioner meeting minutes from the week of November 18. Commissioner Robertson second. Motion passed unanimously.
Commissioner Cossairt moved to sign the Property Tax Cancellation form for tax year 2024 as it pertains to the request for cancellation of property taxes due to hangar deemed unsafe on LR62N01E400B0A totaling $108.14. Commissioner Robertson second. Motion passed unanimously.
Commissioner Cossairt moved to sign the Order Annexing Property into the Paradise Valley Fire Protection District. Commissioner Robertson second. Motion passed unanimously.

WHEREAS, this matter was brought before the Board of County Commissioners of Boundary County pursuant to a petition by Ronald Sukenik and Leann Sukenik; Tom Merrifield and Robin Merrifield; and Levi Falck and Sarrah Falck (for FCo LLC), seeking to have the following lands annexed into the South Boundary Fire Protection District:
That Portion of Government Lots Six (6), Seven (7), and Eight (8), in Section Twenty-six (26), Township Sixty-Two (62) North, Range One (1) East, Boise Meridian, Idaho, lying north of the Burlington Northern & Santa Fe Railroad right-of-way, and being more particularly described as Tax Parcel Numbers 20 through Tax 26, in said Section; containing 35.77 acres more or less, as shown in Record of Surveys filed in Book 1. Pages 79 and 80, and a portion of which is shown in Book 6, Page 100, filed in the Recorder’s Office of Boundary County, Idaho.
WHEREAS, the Board of County Commissioners received information that evidence and testimony was presented to Paradise Valley Fire Protection District in support of the Petition to allow land owned by Ronald Sukenik and Leann Sukenik; Tom Merrifield and Robin Merrifield; and Levi Falck and Sarrah Falck (for FCo LLC) to be annexed into the fire district; and
WHEREAS, all notice and opportunity to be heard in accordance with Title 31, Chapter 14 of Idaho Code has been provided and any interested person desiring to appear and testify on the Petition for Annexation was afforded said opportunity.
NOW, THEREFORE, IT IS HEREBY ORDERED in accordance with the afore-mentioned introduction that the Boundary County Board of Commissioners hereby find that the area sought for annexation benefits by being included in the Paradise Valley Fire Protection District, and as such, the following described property is hereby annexed into the South Board Fire Protection District:

WHEREAS, the Boundary County Commissioner’s Office is currently storing old records, and
WHEREAS, due to lack of storage space, the Boundary County Commissioner’s Office has requested permission to dispose of these old records as information that is not necessary to keep, and
WHEREAS, the Board of Boundary County Commissioners have been advised on the classification of such records pursuant to Idaho Code 31-871; and
NOW THEREFORE, upon motion duly made, seconded and unanimously carried,
IT IS HEREBY RESOLVED, that the following records be classified and disposed of as follows:
The following records have been deemed at most temporary by the Boundary County Commissioners and temporary records must be kept for a minimum of two (2) years. The following Commissioners’ records are to be shredded and disposed of:
• Community Guardianship Files from 1996-2021.
The following records have been deemed at most semi-permanent by the Boundary County Commissioners and semi-permanent records must be kept for a minimum of five (5) years. The following Commissioners’ records are to be disposed of in the county landfill:

A Resolution Authorizing the Sale of Surplus County Property
Via an Online Public Auction
WHEREAS, Boundary County owns surplus personal property, which is not being used by the County and for which the County is presently obliged to provide storage space, and which the various department heads and the Board of Boundary County Commissioners have determined is not necessary for the County’s use; and
WHEREAS, the Board of Boundary County Commissioners are authorized under Idaho Code Section 31-808 to sell or offer for sale at public auction, after not less than ten days’ previous notice given by publication in a newspaper of the county, any property, real or personal, belonging to the County but not necessary for its use; and
WHEREAS, the Board of Boundary County Commissioners believes it is in the best interest of the County that the surplus property described in “Attachment A” be sold and therefore desire to sell the property so described via online auction services offered through 3 Mile Auction.
WHEREAS, the surplus personal property will be offered for sale through the online auction process offered by 3 Mile Auction after notice of the online public auction is published in the local newspaper not less than 10 days’ prior to the auction; and
NOW, THEREFORE, upon motion duly made, seconded and unanimously carried, it is
RESOLVED that, after publication of notice in the Bonners Ferry Herald in the manner and for the time required by Idaho Code, the surplus personal property of Boundary County described in “Attachment A” be offered for sale through the online auction services of 3 Mile Auction at the 3mileantiquemall.com website.

Commissioners recessed for lunch at 11:50 a.m.
The meeting reconvened at 1:30 p.m. with Brad Barton and Adam Ryals joining the meeting. Mr. Barton updated the Commissioners on road and bridge projects through the county and the status of the road conditions since the storm with downed trees and snow. They will begin switching some people over to the winter schedule so they can be ready to start earlier when needed, but also have people to cover so that buses can get home safely.
Mr. Ryals presented the Commissioners with the three concurrence letters for the Riverside project and discussed the different variables of the project.

Mr. Ryals then presented Commissioners with the height detection grant application for the Naples bridge and they discussed the project cost, possible grant award and how to cover the shortfall.

The meeting ended with Mr. Barton and Mr. Ryals and they left the meeting at 1:50 p.m.
Assessor Olivia Drake entered the meeting at 1:57 p.m. Ms. Drake stated that she wanted to make sure the Commissioners were amendable to signing a permit renewal with IDL for Section 16. Commissioners stated that they were. Ms. Drake does not yet have the renewal, but will bring it to them when it is received.
The meeting with Ms. Drake ended at 2:08 p.m. and she left the meeting.
There being no further business, the meeting ended.
Tuesday, November 26, 2024 There were no items on the agenda therefore the Commissioners did not meet.
