Commissioners' Meeting Minutes - Week of January 10, 2022

***Monday, January 10, 2022, at 9:00 a.m., Commissioners met in regular session with Chairman Dan Dinning, Commissioner Wally Cossairt, Commissioner Tim Bertling, Clerk Glenda Poston, and Deputy Clerk Michelle Rohrwasser.

Commissioners gave an opening statement and said the Pledge of Allegiance.

9:00 a.m., The Road and Bridge Department report was canceled so Road and Bridge could tend to the county roads. A written report was submitted.

Commissioners tended to administrative duties until their next meeting at 9:30 a.m.

9:30 a.m., Commissioners contacted County Civil Attorney Tevis Hull via telephone to get an update on various matters. Attorney Hull said he’s still working on the proposed parking lot agreement between the county and Mountain Springs Church.

9:33 a.m., Personnel Director Pam Barton joined the meeting.

Commissioner Cossairt moved to go into executive session pursuant to Idaho Code 74-206(1)b, to consider the evaluation, dismissal or disciplining of, or to hear complaints or charges brought against, a public officer, employee, staff member or individual agent, or public-school student; and Idaho Code 74-206(1)f, to communicate with legal counsel for the public agency to discuss the legal ramifications of and legal options for pending litigation, or controversies not yet being litigated but imminently likely to be litigated. Commissioner Bertling second. Commissioners voted as follows: Chairman Dinning “aye”, Commissioner Cossairt “aye” and Commissioner Bertling “aye”. Motion passed unanimously.

9:42 a.m., Ms. Barton left the meeting.

The executive session ended at 9:47 a.m. a.m. No action was taken.

The call to Attorney Hull ended.

9:48 a.m., Gregory Lamberty joined the meeting.

Commissioner Cossairt moved to approve the minutes of December 20 & 21, 2021 and January 3 & 4, 2022. Commissioner Bertling second. Motion passed unanimously.

Commissioner Bertling moved to sign the Certificates of Residency for Sheanna Boedcher, Kendra Rekstad and Majasa Allred. Commissioner Cossairt second. Motion passed unanimously.

Commissioner Cossairt moved to sign the Property Tax Cancellation form for tax year 2021 for Parcel #RP62N01E012561A and to cancel $8.90 in late fees plus interest as the payment was made on time. Commissioner Bertling second. Commissioners voted as follows: Chairman Dinning “abstained”, Commissioner Cossairt “aye” and Commissioner Bertling “aye”. Motion passed.

Commissioner Cossairt moved to sign the Property Tax Cancellation form for tax year 2021 for parcel #SR60N01W135424A and to cancel taxes in the amount of $1,059.12 as the homeowner’s exemption was received after the July abstract cutoff. Commissioner Bertling second. Commissioners voted as follows: Chairman Dinning “abstained”, Commissioner Cossairt “aye” and Commissioner Bertling “aye”. Motion passed.

Commissioner Cossairt moved to approve vacation hour overages for the Sheriff’s Office employees. Commissioner Bertling second. Motion passed unanimously.

Commissioner Cossairt moved to sign the Petroleum Storage Tank Fund Annual Policy Renewal Application for the Boundary County Airport. Commissioner Bertling second. Motion passed unanimously.

Commissioners reviewed claims for payment. Fund totals are as follows:

10:00 a.m., Boundary Ambulance Service Chief Jeff Lindsey joined the meeting via conference call.

Commissioner Cossairt moved to recess as the Boundary County Board of Commissioners and convene as the Boundary County Ambulance Service District Governing Board. Commissioner Bertling second. Motion passed unanimously.

10:08 am., Commissioner Cossairt moved to adjourn as the Boundary County Ambulance Service District Governing Board and to reconvene as the Boundary County Board of Commissioners. Commissioner Bertling second. Motion passed unanimously.

10:30 a.m., Kootenai Valley Resource Initiative (KVRI) Facilitator Rhonda Vogl joined the meeting via conference call.

Ms. Vogl briefly reviewed the topics to be discussed at this evening’s KVRI meeting. Ms. Vogl mentioned it is KVRI’s 20th birthday. Eric Olsen is to be a new board member and Dave Wattenbarger is stepping down.

The call with Ms. Vogl ended at 10:32 a.m.

Chairman Dinning said that the levy for the Ambulance Service District has increased $100,000.00 in the last eight years. That’s a 30% increase, but the call volume has increased more than that. Commissioner Cossairt said the call volume has about doubled.

10:41 a.m., Mr. Lamberty left the meeting.

11:00 a.m., Commissioners held a public hearing to consider Variance 1-2022. A variance to Boundary County Road Standards 2020-2 as it pertains to an additional approach requested by Joseph Majors and Steven & Mary Archibald. Present were: Chairman Dan Dinning, Commissioner Wally Cossairt, Commissioner Tim Bertling, Clerk Glenda Poston, Deputy Clerk Michelle Rohrwasser, and Road and Bridge Department Co-Superintendents Renee Nelson and Randy Morris. The hearing was recorded.

Chairman Dinning reviewed the public hearing procedures and he stated that this public hearing has been postponed several times. Commissioners commented that the applicant is not present. Those present questioned if the applicant was given notice that the hearing was rescheduled for this day. Commissioners felt it would be best to reschedule the hearing.

Commissioner Cossairt moved to continue the hearing for Variance Application 1-2022 to Tuesday, January 18, 2022 at 1:30 p.m. Commissioner Bertling second. Motion passed unanimously.

The hearing for Variance Application 1-2022 ended at 1:10 p.m.

Ms. Nelson, Mr. Morris and Commissioners discussed plowing snow and road conditions, etc.
Road and Bridge has to plow 356 one lane miles and if that’s doubled, it’s 712 miles. Commissioner Bertling said that’s like plowing to Seattle, Washington and back. Ms. Nelson added that doesn’t include turnarounds, intersections, etc.

The meeting with Ms. Nelson and Mr. Morris ended at 11:34 a.m.

11:35 a.m., Commissioner Cossairt moved to go into executive session pursuant to Idaho Code 74-206(1)b, to consider the evaluation, dismissal or disciplining of, or to hear complaints or charges brought against, a public officer, employee, staff member or individual agent, or public-school student. Commissioner Bertling second. Commissioners voted as follows: Chairman Dinning “aye”, Commissioner Cossairt “aye” and Commissioner Bertling “aye”. Motion passed unanimously. The executive session ended at 11:43 a.m. No action was taken.
Commissioners recessed for lunch at 11:44 a.m.

1:30 p.m., Commissioners reconvened for the afternoon session with Chairman Dan Dinning, Commissioner Wally Cossairt, Commissioner Tim Bertling, Clerk Glenda Poston, and Deputy Clerk Michelle Rohrwasser.

Commissioners had placed the matter of entering into an agreement with Rawlings Community Counseling on the agenda, but they’re still gathering information. Clerk Poston said the Government Employees Medical (GEM) Plan is not an employment assistance program (EAP) provider, but Blue Cross does have assistance for counseling available. Clerk Poston said it’s the beginning of the year so employees have not met their deductible.

Commissioner Bertling moved to go forward with Rawlings Community Counseling in preparing a contract for counseling services for Restorium employees who are interested. Commissioner Cossairt second. Motion passed unanimously.

2:00 p.m. Solid Waste Department Superintendent Claine Skeen joined the meeting to give his department report.

Mr. Skeen presented Commissioners with the quote for cleaning the main landfill office. Commissioners will prepare a contract.

Commissioners discussed having wanted to get the public notice out earlier as it pertains to the new days of operation for the landfill and monitored sites. Mr. Skeen mentioned that his staff had been informing the public of this change in prior weeks and he had a notice posted on 9B News and the Bonners Ferry Herald’s Facebook pages.

The meeting with Mr. Skeen ended at 2:15 p.m.

2:38 p.m., Restorium Administer Karlene Magee joined the meeting to give Commissioners an update on Restorium matters.

Ms. Magee said she is down to having 21 residents at the Restorium, but she has given a tour of the facility to a potential resident, she has another tour tomorrow and she has one assessment for an incoming resident. Those present discussed tree removal for the Restorium and obtaining quotes as well as what position vacancies are at the Restorium.

The meeting with Ms. Magee ended at 2:59 p.m.

3:00 p.m., Commissioner Cossairt moved to go into executive session pursuant to Idaho Code 74-206(1)b, to consider the evaluation, dismissal or disciplining of, or to hear complaints or charges brought against, a public officer, employee, staff member or individual agent, or public-school student. Commissioner Bertling second. Commissioners voted as follows: Chairman Dinning “aye”, Commissioner Cossairt “aye” and Commissioner Bertling “aye”. Motion passed unanimously. The executive session ended at 3:45 p.m. No action was taken.

Personnel Director Pam Barton joined the meeting at 3:54 p.m.

Ms. Barton presented Commissioners with the Medical Service Agreement/Memorandum of Understanding with Boundary Community Hospital/Clinics as it pertains to workers compensation claims. Ms. Barton informed Commissioners that County Civil Attorney Tevis Hull has reviewed and approved the agreement.

Commissioner Bertling moved to sign the Medical Services Agreement Memorandum of Understanding with Boundary Community Hospital/Clinics for workers compensation cases. Commissioner Cossairt second. Motion passed unanimously.

Ms. Barton left the meeting.

There being no further business, the meeting adjourned at 4:05 p.m.
