At 5:30 pm Chairman Caleb Davis opened the meeting and presented the evening agenda. After identifying the presence of a quorum Davis asked if there were any changes or corrections to be made to the Minutes of the July 20 2017 meeting. There being none, Davis asked for a motion to approve the July 20 minutes. Adam Isaac so moved, seconded by Scott Fuller, and there being no further discussion Davis called for a vote. The votes were as follows:.

The motion to approve the July 20 minutes was unanimous.
Chairman Davis extended a warm welcome to Rob Woywod, new member of the Planning and Zoning Commission.

Next on the agenda was a presentation made by Clint Kimball of Boundary County Road and Bridge concerning Application 17-117, a request for a Certificate of Compliance Permit authorizing the use of the quarry located on Rocking Tree Road to be reused. Mr. Kimball explained that the quarry was opened and used for a time circa pre-2000 and that since the County needs rock on a daily basis, and since use of this location provides an economical source of rock, reuse of this location is expedient. Mr. Kimball stated that Road and Bridge wants to be a good neighbor, and that the intent of this meeting is to share with the public that there will be occasional crushing that will take place at the Rocking Tree quarry, as was done in the past. He said this operation is intended to be timed so as to minimize impact on neighboring parcels, and that the use of the location saves the County time and money by providing a convenient and local source of rock.
There being nobody present from the public to comment, Mr. Kimball expressed his thanks for being able to share the County's plan with the Commission and the public. Mr. Kimball left the meeting.
The last item on the Agenda had to do with Comprehensive Plan 2008-23 as amended by Resolution 2010-07 considerations. It was understood that the existing content must be reviewed, and that a possible revised Comprehensive Plan could result from this review, as well as a revised Comprehensive Plan Map.
Chairman Davis asked the Commission members if they had reviewed the Comprehensive Plan as per duties of the Commission Section 18.2.1.4. Cranor expressed concern that any changes made to the existing Comprehensive Plan would be inconsistent with the wishes of the county residents and that there has been no conflict expressed that would necessitate a major revision. He continued, "As per Section 18.2.2.1. "Applicability: The Comprehensive Plan review will consist of a thorough examination of the entire content of the plan by interested citizens and the planning and zoning commission to determine whether the plan remains a valid representation of the goals and desires of the majority of participants in guiding land use", and that "If the planning and zoning commission determines that review is necessary", I conclude that further review is not necessary and the Commission must recommend to the County Commissioners a retention of the existing Comprehensive Plan, unchanged." Chairman Davis concurred, and all members of the Planning and Zoning Commission agreed that any changes necessary, should there be any, could be applied to the new (2018) version of the Comprehensive Plan in the form of a specific amendment for that purpose.Tim Heenan pointed out that the same people who created the 2008 version of the Plan are in the county today, and that in the absence of attending public to the published meeting tonight, their concurrence with this decision is presumed.
Rob Woywod moved to recommend to the County Commissioners the retention of the existing Comprehensive Plan with no changes. Specifically, he stated "With reference to Sections 18.2.2.1. and 18.2.2.3. of the ordinance, based on our thorough examination of the entire Comprehensive Plan (2008-23 as amended by Resolution 2010-07) by interested citizens and members of the Planning and Zoning Commission, we have determined that the comprehensive plan remains a valid representation of the goals and desires of the community regarding land use and should be retained. If an application is needed the Commission authorizes the Administrator to create such application. ". The motion was seconded by John Cranor and there being no further discussion Davis called for a vote. The votes were as follows:.

The motion to retain the existing Comprehensive Plan with no changes was unanimous.
Staff reminded the Commission of the suggestion concerning the naming convention for the Land-use Ordinance, the Comprehensive Plan and their respective maps. Given the requirement that the Ordinance be derived from the Comprehensive Plan, and further that it is impossible to tell just what version of the Comprehensive Plan was used as the basis for what version of the Land-use Ordinance, it seems appropriate to use a naming convention that ties everything together. The name would be composed of four parts: (1) county name, (2) year, (3) component, (4) version. This configuration would look like this:

- CP (Component - Comprehensive Plan)
- V1 (Version)
As a result, the names of the Comprehensive Plan, Plan Map, Land-use Ordinance and zone map would look like this:

Staff said that after talking to Counselor Hull it was determined that there is nothing in the ordinance that addresses a naming convention and that by publishing a name change from old name to new name the convention could be established. Staff noted that this renaming could be accomplished with an application which requests an update to the Comprehensive Plan, Comprehensive Plan Map, with a corresponding update to the Land Use Ordinance (2017-1a) and Land Use Map. One application could address all changes and provide for renaming at the same time. Counselor Hull agreed.
Staff thanked Rob Woywod for his participation, shared by everyone on the Commission, and Woywod moved to adjourn, John Cranor seconded, approved unanimously at8:10 pm.
